A question I would like to put to Russia's president, Vladimir Putin:

 

What filled the Chechen guerrillas with so much hate that it made them capable of committing such an evil act of brutality towards Russian children at Beslan's School No 1?

 

Could it be because the Russian military, under orders from Moscow, have so oppressed, mistreated and brutalised the Chechen people?

 

If so, the Russian government needs to pursue policies that will weaken rather than strengthen the vicious circle of violence and counter violence.
